F&E countersheet #3 (PO)

The new Planetary Operations sheet for 2017 includes 280 counters (up from 216). Minor ship yards now have large-bold descriptors of the ship type produced. New ground defense battalion counters are provided with half-flotilla gunboat marks. A few extra counters were added including a Romulan Heavy Cloak Decoy and a Federation F101 squadron. Many of the previous counters have improved graphics.
